o policial militar João Dias Ferreira contradisse a versão do ministro
do Esporte, Orlando Silva (PC do B), sobre o encontro entre os dois e
deu mais detalhes do esquema de corrupção na pasta. Ferreira afirmou que
o ministro propôs pessoalmente, numa reunião em março de 2008 na sede
do ministério, um acordo para que os desvios de verba envolvendo o
Programa Segundo Tempo não fossem denunciados. O ministro havia dito que
eles se encontraram uma única vez entre 2004 e 2005.
“O encontro foi na sala de reunião dele, no sétimo andar do ministério”, detalhou o policial. Na segunda-feira, 17, ao saber das novas declarações de Ferreira, o ministro Orlando Silva manteve a versão do único encontro com o policial e ex-militante. “É mais uma calúnia. Ele não tem como provar isso (a reunião em 2008)”, disse Orlando ao Estado.
O ministro afirmou ter se encontrado com Ferreira quando era secretário executivo de Agnelo Queiroz - hoje governador do Distrito Federal pelo PT e então o ministro do Esporte - para discutir convênios das entidades dirigidas pelo policial com o Ministério do Esporte. “Foi a única vez que encontrei essa pessoa”, disse Orlando Silva.
O policial militar, porém, garante que esse encontro quase protocolar mencionado por Orlando jamais ocorreu. Segundo Dias, o “verdadeiro” encontro ocorreu em outro momento. “Não existe essa reunião. O ministro faltou com a verdade. Ele esteve comigo uma vez para fazer um acordo com o pessoal dele para eu não denunciar o esquema”, afirmou ao Estado.
Ferreira deu detalhes do encontro que diz ter tido com o ministro do Esporte em março de 2008 para negociar o sumiço de R$ 3 milhões dos convênios do governo com sua entidade.
“O acordo era para que eles tomassem providências internas, limpassem meu nome e eu não denunciaria ao Ministério Público o esquema”, afirmou.
Cúpula. Na entrevista, o policial contou que, além do ministro, membros da cúpula do ministério estavam presentes nesta reunião. “O Orlando disse para eu ficar tranquilo, que tudo seria resolvido, que não faria escândalo. Eu disse que se isso não fosse feito eu tomaria todas as providências e denunciaria o esquema”, afirmou Ferreira. “E eu disse na reunião que descobri todas as manobras, a ligação dos fornecedores do Programa Segundo Tempo com o PC do B.”
Segundo ele, as entidades tinham que dar 20% dos recursos para o PC do B, partido de Orlando Silva.
O policial reafirmou as acusações de desvio da pasta e contou um pouco mais sobre o esquema: “Você protocola o projeto, passa para análise, depois passa por um diretor no ministério, e nesse termo a primeira negociação é feita. Em seguida, vai para o jurídico, e é outra negociação. Volta e aí tem o partido para negociar”.
O policial disse que, no encontro com Orlando Silva em março de 2008, negociou com ele a produção de um documento falso para selar o acordo com o governo. “Nessa reunião com o Orlando, eles falaram em produzir um documento sem data. Ele foi pré-produzido e consagrado. A reunião foi em março, mas eles colocaram um documento com data de dezembro de 2007 dizendo que eu encerrava o convênio. É um documento fraudado”, disse João Dias.
Duas semanas depois do encontro com Orlando, uma nova reunião foi realizada, segundo o policial, também no ministério, numa sexta-feira à noite, após o horário do expediente. Participaram da conversa, segundo ele, três dirigentes da pasta, Wadson Ribeiro, Fábio Hansen e Júlio Filgueiras. Neste encontro, voltaram a discutir um acordo, que, segundo o policial, nunca foi cumprido. João Dias Ferreira afirma que essa reunião foi gravada por ele.

‘Apontei 5 funcionários responsáveis pelas fraudes, e eles continuam trabalhando lá’
Essa reunião nunca aconteceu. Não existe essa reunião. O ministro faltou com a verdade. Ele esteve comigo uma vez para fazer um acordo com o pessoal dele para eu não denunciar o esquema.
Quando foi essa reunião?
Em março de 2008, estava toda a cúpula. Foi no ministério, no sétimo andar, na sala de reuniões do Orlando.
Por que houve essa reunião?
Eles já tinham proposto um acordo e eu disse que só admitia na presença do Orlando, para ele homologar. E eu disse na reunião que descobri todas as manobras, a ligação dos fornecedores do Segundo Tempo com o PC do B. Eles começaram a dizer que estávamos irregulares a partir do momento que a gente não pagou os 20% iniciais e não admitiu os fornecedores que eles indicaram.
E o ministro?
O Orlando disse para eu ficar tranquilo, que tudo seria resolvido, que não faria escândalo. Eu disse que, se isso não fosse feito, eu tomaria todas as providências e denunciaria o esquema. O esquema é padrão, um protocolo, como vocês do Estado mostraram em fevereiro. E apontei, na reunião, cinco funcionários responsáveis pelas fraudes. E eles continuam trabalhando lá.
E qual o teor do acordo?
O acordo era que eles tomassem providências internas, limpassem meu nome e eu não denunciaria ao Ministério Público. Nessa reunião com o Orlando, eles falaram em produzir um documento sem data. Ele foi pré-produzido e consagrado. A reunião foi em março, mas eles colocaram um documento com data de dezembro de 2007 dizendo que eu encerrava o convênio. É um documento fraudado. Eu disse que não concordaria e iria denunciar. Me acharam com cara de mané.
Esse acordo foi feito na presença do ministro?
Sim. Mas logo em seguida, eles, em vez de resolverem o problema, fraudaram um documento dizendo que eu devia dinheiro e jogaram nas minhas costas.
E o que você fez?
Fui novamente no ministério e disse: “Vou denunciar vocês, que são uns vagabundos”. Aí teve uma outra reunião, na noite de uma sexta-feira, no bloco A do ministério, para cumprir o acordo, sem o ministro. Está gravada a reunião. Eu redigi um pedaço do termo de rescisão e eles, outro.
O Fredo Ebling (dirigente do PC do B) falava em nome do ministro do Esporte ao pedir dinheiro a você?
Sempre em nome do Orlando Silva.
O que você sabe de remessa de dinheiro para o ministro?
O próprio Freddo relatou para mim que entregou dinheiro, por diversas vezes, para o Orlando.

Governo cobra de ONGs R$ 26,5 mi por desvios no Esporte

A cobrança para devolução de dinheiro de contratos irregulares de ONGs e
governos com o Ministério do Esporte aumentou 5.020% nos últimos cinco
anos, passando de R$ 44 mil para R$ 10 milhões, informa reportagem de Dimmi Amora, publicada na Folha desta terça-feira (a íntegra está disponível para assinantes do jornal e do UOL, empresa controlada pelo Grupo Folha, que edita a Folha).
Entre as irregularidades apontadas pela CGU (Controladoria-Geral da União), responsável por analisar os processos, estão compras superfaturadas, entrega de lanches em quantidades abaixo da prevista e contratação de empresas com sócios ligados às próprias ONGs que receberam recursos do ministério.
Ao todo, 67 convênios do Ministério do Esporte foram considerados irregulares, somando R$ 26,5 milhões.
O ministro do Esporte, Orlando Silva, é acusado de participação num esquema de desvio de recursos do programa Segundo Tempo, que dá verba a ONGs para incentivar jovens a praticar esportes. A acusação foi feita à revista "Veja" pelo policial militar João Dias Ferreira.

Ontem, em entrevista em Brasília, Silva negou envolvimento em irregularidades na pasta, que chefia desde 2006, e defendeu o programa Segundo Tempo.
O Ministério do Esporte informou por meio de nota que o crescimento dos pedidos de devolução de dinheiro em convênios irregulares é resultado da fiscalização constante e do cumprimento da lei.
Segundo o órgão, o trabalho é feito em parceria com os órgãos de controle para "garantir a correta aplicação dos recursos públicos".

De 2004 a 2010, entidades sem fins lucrativos receberam R$ 23 bilhões dos cofres do governo federal

A Controladoria-Geral da União (CGU) aponta que este ano tudo indica que haverá um decréscimo nos repasses. A projeção para 2011, levando em conta a média mensal, é de R$ 4,1 milhões. O órgão chama atenção, ainda, para o fato de que o universo de entidades sem fins lucrativos é bem mais amplo que o de ONGs, pois inclui, por exemplo, fundações de apoio a universidades e fundos, inclusive o partidário.
A entidade sem fins lucrativos que figura no topo do ranking desde 2006 é a Fundaçâo Butantan, que produz vacinas e imunizantes amplamente usados pelo governo. Só em 2010 o Butantan recebeu R$ 879 milhões. Outras que estão sempre entre as entidades que mais recebem dinheiro público são a Fundação de Seguridade Social (Geap), a Fundação Centro de Pesquisa e Desenvolvimento em Telecomunicações (CPDQ), a Associação Brasileira de Tecnologia de Luz Sincrotron e a Associação de Comunicação Educativa Roquette Pinto.
Verba do fundo partidário também cresceAlém das ONGs, a cada ano a parcela de dinheiro público que compõe o Fundo Partidário engorda. Neste ano, estão previstos gastos de R$ 265,3 milhões - que, se forem realmente investidos, constituirão um recorde. Até 24 de agosto deste ano, saíram R$ 119 milhões dos cofres públicos para financiar os partidos. O Fundo Partidário também é composto por valores pagos em multas pelos próprios partidos à Justiça Eleitoral.
No ano passado, o PT foi o partido que mais recebeu recursos do Fundo Partidário, segundo dados da CGU. Foram R$ 28,3 milhões. O partido tem a maior bancada na Câmara, e o tamanho da bancada é justamente o critério para a divisão do fundo Em seguida aparece o PMDB, que recebeu em 2010 R$ 27,4 milhões. Os partidos de oposição PSDB e DEM receberam no ano passado, respectivamente, R$ 26,1 millhões e R$ 20,6 milihões. De acordo com a CGU, neste ano, até agora foram repassados R$ 2,7 bilhões para entidades sem fins lucrativos, incluindo os partidos políticos.
Nova modalidade esportiva: arremesso de ministro

A gestão de Orlando Silva no ministério dos esportes criou curiosas modalidades esportivas, como o salto sobre ONG e o comunismo sem vara. Mas as denúncias de fraude nessas competições pela apropriação do dinheiro público fizeram com que o governo iniciasse os estudos para a criação de uma nova modalidade: o arremesso de ministro à distância. E se o COI (Comitê Oneroso e Incompetente) aprovar a nova modalidade, o Brasil certamente atingirá o índice para disputar as olimpíadas…
