Interesse Público: aeroporto de Saquarema opera em condições precárias

O primeiro Interesse Público de 2012 começa o ano com uma reportagem sobre a falta de estrutura do aeroporto do município de Saquarema, no Rio de Janeiro. O aeroporto desafia as determinações da Agência Nacional de Avião Civil (Anac) e opera em condições precárias. Além do lixo e do entulho acumulados, a falta de estrutura oferece risco aos passageiros e também aos moradores da região.
E em ano de eleições municipais, vamos mostrar uma matéria sobre uma proposta do Ministério Público Federal (MPF) que quer tornar o processo eleitoral mais transparente. As sugestões favorecem a prestação de contas dos canditados à população, como o fornecimento de informações sobre as pessoas jurídicas e físicas que financiaram a campanha política do candidato. Essas são ferramentas essenciais para combater a corrupção e garantir a democracia!
E veja também nesta edição do Interesse Público as discussões sobre um projeto de lei quer acabar com a cobrança de assinatura básica de telefone fixo. Mas, para o MPF, o fim da tarifa pode resultar em aumento do valor cobrado pelo serviço. Saiba o porquê na nossa reportagem.
O Interesse Público fala também sobre a proposta do MPF de transformar a região da Serra Vermelha, no sul do Piauí, em Parque Nacional. O objetivo é garantir a preservação da biodiversidade local. Vamos falar também sobre a ação civil pública proposta pelo Ministério Público Federal que acabou com fila de espera para cirurgia de retirada de vesícula biliar em Uberlândia, Minas Gerais. Depois da decisão da Justiça Federal que acatou a ação civil pública proposta pelo MPF, a prefeitura da cidade montou um esquema de mutirão e encaminhou os pacientes da rede pública para hospitais particulares.

Play Music Like An Audiophile With Foobar2000 [Windows]

Cloud streaming services like Spotify and Rdio are becoming more and more popular, but there’s still a place for desktop applications and local music collections. If you still play music stored on your computer, you owe it to yourself to check out Foobar2000.

Quick Layout Setup

After you install Foobar2000 and start it up, you’ll see the Quick Appearance Setup window. Foobar2000 uses your system colors, a simple tabbed playlist pane and a traditional playlist layout by default. Here’s what it looks like:

We’re already getting an idea of how much we can customize Foobar2000. See how Foobar2000 now groups each album’s tracks in the playlist pane instead of repeating the same album name on every line? That’s the Group by Albums setting in action.
Feel free to play with the options here; you can reopen the Quick Appearance Setup window at any time by clicking the View menu, pointing to Layout and selecting Quick Setup.

Media Library

Like other media players, Foobar2000 can watch folders for new music and automatically update its media library. Foobar2000 automatically watches your user account’s music folder by default. If you store your music elsewhere, click the Library menu, select configure and use the Add button to add more music folders.

Foobar2000 comes with two media library viewers — click the Library menu and select Album List to browse the albums in your library or select Search to search for specific music files.

Any of these viewers can be added to your Foobar2000 layout, so you don’t always have to open them from the Library menu.

Advanced Layout Customization

Foobar2000’s layouts aren’t limited to the layouts provided in the Quick Appearance Setup window. You can use its layout-editing mode to assemble your own layout; just click the View menu, point to Layout and select Enable Layout Editing Mode to get started.

Right-click an interface element in layout-editing mode and you’ll see a menu. Select Replace to replace the interface element with another one or select Cut to delete the interface element entirely.

Perform a cut on every interface element, including the vertical and horizontal splitters, if you want to start from scratch.

Just click an empty area and you’ll be prompted to add a new interface element. Add a splitter if you want to divide areas into sections and add multiple interface elements.

Here we’ve added playlist tabs at the top, a vertical splitter down the middle and a horizontal splitter on the left, which gives us two empty spaces on the left and one on the right. We’ve filled them in with an album list at the top left corner, an album art viewer at the bottom left corner and a playlist view on the right.

Click the Enable Layout Editing Mode option in the Layout menu again after you’re done to disable the layout editing mode.

ReplayGain

Different music albums and songs have different perceived volumes. If your music player is playing music from different albums, you might have to adjust the volume up and down as louder and quieter songs come on. ReplayGain does this for you — Foobar2000 can automatically scan your songs, determine their volume and change the volume in the background so everything plays at one appropriate volume.
You can choose between two ReplayGain modes from the Playback pane in Foobar2000’s preferences window. Album mode considers entire albums when setting the volume, preserving volume differences between songs on the same album. Track mode just considers a single track, so every song that plays will be about the same volume. Foobar2000 uses album mode by default, ensuring that volume differences between songs on a single album are preserved.

ReplayGain is enabled by default, but it depends on ReplayGain tags embedded in your music files. Many of your songs may not have these tags, but Foobar2000 can scan your files and add them. Assuming your music files are tagged correctly, the easiest way to add the tags is to select all your music in a playlist, right-click the selected files, point to ReplayGain and select “Scan Selection as Albums (by Tags).

Foobar2000’s excellent support for ReplayGain is one of the reasons audiophiles love it (another one is gapless playback; Foobar2000 automatically plays back music files with no pause in between them if the files support it).

Components

Components, available from Foobar2000′s components download page, are Foobar2000’s plug-ins. Components can extend Foobar2000 with support for new audio formats, add additional media library viewers or replace Foobar2000’s entire user interface.
Install components from the Components pane in Foobar2000’s preferences window after downloading them. Just click the Install button and browse for your downloaded components.

Justiça derruba decisão que obrigava SUS a fazer implante de aparelho nos dois ouvidos

Brasília – O Sistema Único de Saúde (SUS) não terá mais que fazer implantes auditivos duplos em pacientes surdos, segundo havia determinado a Justiça Federal no Rio de Janeiro em outubro. A decisão do juiz de primeiro grau, que atingia todo o país, foi revista em dezembro pelo Tribunal Regional Federal da 2ª Região (TRF2), mas a informação foi divulgada apenas hoje (2) pela Advocacia-Geral da União (AGU).
Desde 2000, o SUS vem custeando implante auditivo, em apenas um dos ouvidos, para pessoas surdas, repassando cerca de R$ 45 mil por paciente. Pela cirurgia, insere-se uma prótese no ouvido interno criando o chamado “ouvido biônico”. A prótese é indicada para pessoas com surdez total ou quase total, que não conseguem ser atendidas pelo uso de aparelhos auditivos convencionais, que apenas amplificam o som.
A questão foi judicializada por meio de uma ação da Defensoria Pública da União (DPU), que acredita não haver justificativa para que o implante ocorra apenas em um ouvido, o que gera prejuízos à plena audição e à qualidade de vida dos pacientes. Além disso, a Defensoria reclama que o SUS não arca com as despesas de manutenção do aparelho no pós-operatório, o que torna a cirurgia “inócua por falta de recursos financeiros dos pacientes”.
Entendendo haver urgência no pedido, o juiz de primeiro grau, Iorio Forti, acatou liminarmente o entendimento da DPU e determinou que o SUS se responsabilizasse pelos gastos do pós-operatório dentro de quatro meses. Também determinou que, dentro de dez meses, o SUS passasse a fazer implantes bilaterais em pelo menos 30% dos pacientes operados até agora, cerca de 2 mil.
Inconformada, a União entrou com um recurso no TRF2 alegando que o juiz invadiu competência do Executivo ao alterar a política de implantes auditivos, o que acarretaria altos custos sem comprovação dos benefícios médicos. O argumento foi acolhido pelo tribunal, que entendeu que "há que se conciliar a capacidade de planejamento orçamentário do Estado com a necessidade de pleno atendimento da saúde". A questão ainda deverá ser analisada no mérito.

US President Barack Obama signs controversial NDAA into law

President Barack Obama signed the controversial National Defense Authorization Act (NDAA) into law earlier today in Hawaii.
CNN reports Barack Obama "reluctantly signed a defense authorization bill, saying he was concerned about some in Congress who want to restrict options used by counterterrorism officials." Even before the bill was signed by Obama, there were mixed feelings on NDAA. The bill only has a 2 percent approval rating on a poll conducted by OpenCongress.com. Only 8 people support the bill out of 395 voters. Another poll, of 397 people, conducted by PopVox gives the bill a 9 percent approval rating. One of the more controversial aspects of the bill involves the ability for the president to detain United States' citizens. According to The International Business Times, "The bill affirms and codifies the U.S. President's authority to indefinitely detain in military custody anyone, including U.S. citizens, suspected of terrorism or supporting terrorists." In a statement released after the signing of the bill, Obama says, "I want to clarify that my Administration will not authorize the indefinite military detention without trial of American citizens. Indeed, I believe that doing so would break with our most important traditions and values as a Nation." Even though Obama signed the bill he does not agree with everything that's included in the bill. "I have signed this bill despite having serious reservations with certain provisions that regulate the detention, interrogation, and prosecution of suspected terrorists," Obama said. CBS news reports, "If Mr. Obama violates any of the provisions in the bill, Congress could challenge the White House in court, which would have the final say in any dispute." The $662 billion bill also includes tough sanctions against Iran over its nuclear program and allocates money for the military. NDAA was sponsored by Howard McKeon Republican Representative from California. The bill was introduced on April 13th.
