"One hundred million Brazilians live on public money," O GLOBO splashed on its front page of its Sunday editions. The matter is Gilberto Scofield Jr., based on a study of Raul Velloso, a veteran specialist in our public accounts.

"Half of the population now depends on funds transferred by the federal government. They are public servants, pensioners and people benefiting from social programs, turning the federal budget in a large payroll," continues the report.

We understand the pressures of an emerging democracy on social spending. State budgets reflect these requirements. The concern of the matter is the degeneration of the political process. "The power to influence elections is very high when the government has so many people depending on him," shoot the economist.

This explains in large part to fierce dispute intestine of social democracy in Brazil and the mutual accusations of corruption. Toucans stirred in the Constitution to ensure the reelection of FHC. And now the PT accuse of rigging the state and welfare to ensure their permanence in power.

But another major concern is the economic dimension. What these 48.8 million households, involving 100 million Brazilians send their children as future prospects? Should seek an industrial employment in ABC? Or join trade unions, where the future looks brighter? They must be entrepreneurial and create jobs, facing the entanglement of taxes, or apply the policy, where resources do not seem to miss?

And the young in the field, must attend a technical school and pursue a specialty in agribusiness or put underground in the policy through the MST, with the colored caps and red shirts, the strength of the hoe and sickle in hand, the "fury the just in look and all the ignorance of the complexity of modern economic organization and political sophistication of an open society? And the middle class, the taxpayer must only recommend approval to their children in public tenders?

If the future of the militant, the union leader and politician looks much better than the student, worker and entrepreneur, is the prospect of low productivity and slow improvement in living standards of the Brazilians.
