A família de Menezes em Londres, no entanto, se disse "decepcionada" com a condecoração dada a Dick.

As nomeações são avaliadas por oito comissões compostas por servidores públicos de alto escalão e por especialistas. A lista final de indicados é então submetida ao primeiro-ministro, que a envia à rainha.
A aprovação final é dada pela monarca, e os nomes são anunciados nos últimos dias do ano.

The Met had broken Health and Safety legislation when police officers pursued De Menezes to a underground station and shot him, a jury at the Old Bailey court found. The Met Police was fined 175,000 pounds with 385,000 pound costs over the shooting.
Prosecutors at the Old Bailey set out 19 alleged failings in the police operation in the shooting. Cressida Dick, now deputy assistant commissioner of the Met, had been accused by prosecutors of failing to keep control of her officers.
But the jury said police chief Cressida Dick, who led the operation, bore "no personal culpability."
Met Police Commissioner Ian Blair said outside court that he was staying in his job -- despite calls for his resignation.

Scotland Yard is fighting a legal battle to avoid disclosing whether the officers who killed Jean Charles de Menezes had opened fire in public before.
The force claims that revealing the information would "endanger the physical and mental health" of the two marksmen.
Officers said such a move might also prejudice the forthcoming inquest into the Brazilian's death.
The Daily Mail submitted a series of Freedom of Information Act questions to the Metropolitan Police Service over the Stockwell shooting.

The request followed speculation that one of the marksmen had killed on duty before.
This newspaper also sought information about the involvement of the armed forces in police operations on July 22, 2005. Mr de Menezes, 27, was shot dead that day by firearms officers who mistook him for a terrorist suspect while hunting for four London transport bombers.
The Met said details about the military were protected on national security grounds.
It said information about the methods of specialist police teams could prejudice the force's relationship with "external organisations".
It is a matter of public record, however, that a member of the armed forces was attached to each of two surveillance teams stationed outside Mr de Menezes's South London home before he was shot.

It is not clear how many more servicemen were working with the police at the time.
Lawyers acting for the Mail have appealed against the Met's decision, saying the release of the requested information is clearly in the public interest and would not prejudice the inquest.
Yard insiders believe the hearing, due to start in September, is likely to result in a wave of bad publicity for the force. They fear the Met will face allegations of a shooting culture inside the CO19 firearms squad.
At the inquest, the marksmen who killed Mr de Menezes are expected to be questioned in public for the first time about events leading to the Stockwell shooting.
One of them killed an armed robber within weeks of returning to frontline duties in November 2006.
The shooting of Mr de Menezes has been the subject of a full investigation by the Independent Police Complaints Commission.
The watchdog's 170-page report, made public last year, made no reference to the marksmen's shooting histories-apart from revealing they have a combined 30 years of experience. The shooting was further investigated when health and safety charges were brought against the Met last year.
The force was convicted of catastrophic errors in the run-up to the incident and fined £175,000.
No individual police officers have been charged.
Keith Mathieson, a lawyer acting for the Mail, says in his legal submission to the Met that its refusal to release information about the marksmen's shooting histories "raises very grave concerns" about whether the Met provided the IPCC with all necessary information.
A retired High Court judge, Sir Michael Wright QC, will oversee the de Menezes inquest which is expected to last three months.
The evidence is likely to increase pressure on Met chief Sir Ian Blair, who faced calls to step down last November after he was accused of breaking the law in the wake of the Tube station shooting.

En nyinrättad specialstyrka inom brittiska armén var inblandad i dödsskjutningen av brasilianaren Jean Charles de Menezes i London den 22 juli, skriver tidningen The Guardian.
Reconnaissance Regiment, (Spaningsregementet), som har till uppgift att infiltrera islamistiska terrorgrupper ska ha deltagit i den övervakningsoperation som ledde till Menezes död.
Styrkans första uppdrag
Enligt uppgift till tidningen var operationen i London den första som den nya specialstyrkan deltog i.
Specialstyrkans inblandning blev känd i samband med att Scotland Yard i går meddelade det första åtalet för terrordåden den 7 och 21 juli. Det gäller en 23-årig man som anklagas för att ha hållit inne med information om terrorplanerna.
Specialstyrkan Reconnaissance Regiments organisation och sätt att arbeta har hämtats från liknande styrkor som använts i jakten på militanta IRA-anhängare i Nordirland.
Förföljdes från sitt hem
Jean Charles de Menezes bodde i första våningen i det hus där polisen hittade vad som kallades för en bombfabrik som man kopplade till huvudmännen bakom attentatsförsöken den 21 juli.
Jean Charles de Menezes Polisen misstänkte honom för inblandning och följde efter honom på väg från hemmet, via buss, till tunnelbanestationen Stockwell Station. När han var på väg ner i tunnelbanan tillkallades en grupp beväpnade polismän.
De följde efter Menezes ner på perrongen. När han snubblade övermannade och sköt poliserna honom med åtta skott i huvudet.
Tilläts gå ombord på buss
Den kommission som undersöker dödsskjutningen ifrågasätter hur polisen kunde ta fel på Menezes och de misstänkta självmordsbombarna när de hade bilder på dessa.
De undrar även hur det kommer sig att Menezes tilläts gå ombord på bussen till Stockwellstation i och med att ett dåd och ett attentatsförsök riktades just mot bussar.

Tras ser exculpados por la Fiscalía británica, ninguno de los quince policías involucrados en la muerte del brasileño Jean Charles de Menezes será tampoco sancionado, después de que una comisión independiente exonerara hoy a cuatro agentes de alto rango que participaron en la operación.
En mayo pasado, la llamada Comisión Independiente para Quejas sobre la Policía (IPCC, en sus siglas en inglés), encargada de investigar la actuación de los agentes, anunció ya su posición contraria a la adopción de medidas disciplinarias contra los once restantes.
Menezes, de 27 años y electricista de profesión, fue acribillado a tiros por agentes de la brigada antiterrorista de Scotland Yard el 22 de julio del 2005 en la estación de metro de Stockwell (sur de Londres), quienes lo confundieron con uno de los terroristas que habían intentado atentar la víspera en la capital británica.
