Brazil limits land sales to foreigners

BRASILIA, Aug. 25 (Xinhua) -- The government said Tuesday that President Luiz Inacio Lula da Silva approved limits on land acquisition by foreigners to a maximum of 5,000 hectares.

Foreign individuals or companies cannnot own lands exceeding 25 percent of the area of a municipality, according to the General Advisory of the Union (CGU).

It also said Brazilian rural properties can only be purchased by foreigners for agriculture, cattle raising and industrial activities.

Besides, all records of acquisitions made by Brazilian companies controlled by foreigners shall be submitted quarterly to the Justice of the States and the Ministry of Agrarian Development, authorities said.

The measure is necessary to preserve national control over land ownership, Luis Inacio Lucena Adams, attorney general of the Union, said Tuesday.

Experts said the lack of control over purchases by foreigners generated excessive appreciation of land prices and made the agricultural frontier expand to the environmental protection areas. The illegal sale of public lands and the acquisition of land in border areas also threaten national security.

The Brazilian authorities have no accurate data about the total amount of lands that belong to foreigners, because since 1994, there has been no control over these purchases.
