Wikileaks O ditador do Sudão, Omar al Bashir, desviou até US$ 9 bilhões de seu país, a maior parte para bancos em Londres, segundo telegramas diplomáticos americanos revelados pelo WikiLeaks, informa o jornal britânico "Guardian". Os telegramas citam conversas com o promotor-chefe do Tribunal Penal Internacional.

Boa parte do recurso deve estar no banco Lloyds, segundo o promotor Luis Moreno-Ocampo, que sugeriu às autoridades americanas divulgar o tamanho do roubo de Bashir para virar a opinião pública sudanesa contra ele.

"Ocampo sugeriu que se o desvio de dinheiro de Bashir fosse divulgado (ele estima o valor em US$ 9 bilhões), isso mudaria a opinião pública sudanesa, de um 'ativista' para um ladrão", informa um telegrama de altos representantes dos EUA. "Ocampo relatou que o banco Lloyds em Londres deve estar com o dinheiro ou saber de seu paradeiro", diz o informe. "Ocampo sugeriu que expor que Bashir tem contas ilegais seria o suficiente para colocar os sudaneses contra ele", informa o "Guardian".

O banco Lloyds disse não ter nenhuma prova de possuir recursos em nome de Bashir. "Não temos absolutamente nenhuma prova que sugira qualquer ligação entre o grupo Lloyds e o senhor Bashir. A política do grupo é de cumprir as obrigações legais e regulamentares em todas as jurisdições nas quais opera", reporta o jornal britânico.

Se a estimativa de Ocampo estiver correta, os recursos sudaneses guardados em bancos londrinos correspondem a um décimo do PIB anual do Sudão, que é o 15º país mais pobre do mundo na lista da ONU (Organização das Nações Unidas), calcula o "Guardian".

Ocampo discutiu as provas desse desvio de dinheiro com os EUA dias antes de divulgar um mandado de prisão contra o ditador sudanês, em março de 2009, o primeiro divulgado pelo tribunal contra um chefe de Estado em exercício. Bashir foi indiciado por sete acusações de crimes de guerra e crimes contra a humanidade no ano passado, com outras três acusações de genocídio acrescentadas em julho.

Bashir desafia há meses a ordem de prisão, viajando por vários países africanos.

Ocampo nunca divulgou os detalhes desses desvios publicamente, mas foi duramente criticado pelo indiciamento por muitas pessoas no Sudão, e por pessoas na comunidade internacional temendo aumento de conflitos na região de Darfur.

A região de Darfur está em guerra civil há sete anos, com um balanço de 300 mil mortos segundo a ONU, e 10 mil segundo Cartum.

O célebre ‘luthier’ - profissional especializado na construção e no reparo de instrumentos de corda com caixa de ressonância (violino, viola, violoncelo, etc.) – Antonio Stradivarius morre em Cremona, Itália, aos 93 anos, em 18 de dezembro de 1737. Fabricou ao longo de sua vida cerca de 1200 instrumentos musicais de sonoridade incomparável e até hoje não superada. Restam atualmente cerca de 500 desses instrumentos não mãos dos grandes virtuoses. Ele se formou profissionalmente no ateliê da família Amati, cujo ancestral inventou o violino por volta de 1560, ao desenvolver uma variante da viola medieval.

Antonio Stradivari (Stradivarius) nasceu em 1644 e em seus 93 anos consagrou-se como o maior ‘luthier’ da história da humanidade. Nasceu e viveu a vida toda em Cremona, ducado de Milão. Embora italiano, registrava seus instrumentos com seu nome em latim, daí os seus violinos se chamarem Stradivarius em vez de Stradivari. Acredita-se que seu mentor tenha sido Nicoló Amati, também membro de uma afamada família de ‘luthiers’. O motivo pelo qual os violinos Stradivarius são tão caros e famosos reside na qualidade de seu som. Muitos concertistas de alta qualidade não só possuem esses violinos como os preferem a qualquer outro. O som desses violinos ressoa de maneira brilhante e poderosa. São verdadeiras obras de arte, refinados, de sonoridade límpida e mesmo à distância projetam uma imagem muito clara. Esses instrumentos têm tão boa qualidade que os músicos sentem verdadeiro prazer e facilidade em com eles tocar. Respondem a um simples toque dos dedos, não sendo necessário pressionar as cordas firmemente para produzir um som. No entanto, alguns dos Stradivarius diferem em qualidade e som. Nem todos os Stradivarius soam da mesma maneira e é tão bom quanto outro.

Até hoje ninguém sabe exatamente por quê o som de um Stradivarius é tão maravilhoso, mas subsistem teorias sobre o que faz de um violino um bom violino. A qualidade da madeira é um fator decisivo, assim como a forma do instrumento, a espessura das chapas de Madeira que são utilizadas na estrutura central do instrumento e o verniz empregado. Embora ninguém saiba ao certo como ele construía com tal perfeição seus violinos ou que métodos empregava, pode-se definitivamente afirmar que ele incorporou a geometria e a matemática avançada em suas manufaturas.

No começo de sua carreira, seus instrumentos não eram tão eficientes e impecáveis como os que construiu mais tarde, possivelmente durante os anos entre 1698 e 1720. Para criar seus violinos, muito provavelmente empregou madeira de abeto vermelho e bordo. O abeto vermelho era usado na parte superior e nas partes internas enquanto o bordo era utilizado nas costas do instrumento, na voluta, cravelha, escala, queixeira, arco e estandarte. Minerais como o sódio, o silicato de potássio e borato de potássio eram empregados para realçar a qualidade da madeira.

Os instrumentos Stradivarius são extremamente conhecidos e apreciados e extremamente caros. Muitos dos violinos Stradivarius pertencem a organizações como a Nippon Music Foundation, a Filarmônica de Los Angeles, a Real Academia de Música, a Fundação Donald Kahn, o Conselho das Artes do Canadá, o Banco Nacional Austríaco, o banco finlandês Oko, a Sociedade Stradivari.

O som maravilhoso que ouvimos em concertos e gravações de artistas geniais como Iasha Heifetz, David Oistrakh, Zino Francescatti, Leonid Kogan, Yehudi Menuhin, Henryk Wieniawski, Pablo Sarasate, Misha Elman, Itzhak Perelman, Salvatore Accardo, Isaac Stern, Pablo Casals, Vietslav Rostropovich são produzidos nos instrumentos fabricados por Antonio Stradivari há mais de 300 anos.

Japanese PM visits U.S. base in Okinawa amid opposition to relocation plan

NAHA, Japan, Dec. 18 (Xinhua) -- Japanese Prime Minister Naoto Kan on Saturday concluded a two day visit to Okinawa Prefecture on Saturday by inspecting from the air a U.S. Marine base, which is set to be relocated from a densely populated area of the main island to a less crowded area.

Following an unsuccessful meeting a day earlier with Okinawa Governor Hirokazu Nakaima who insisted the base be moved off Japan 's southwest island entirely, Kan said Saturday the trip had allowed him to exchange opinions and pave the way for further cordial dialogue.

"Although there are many differences of opinion, this visit has enabled me to discuss the issue from now on in a courteous way," Kan told a news conference before concluding his two-day visit.

Kan said that despite the fact that problems regarding the relocation of the U.S. Marine Corps' Futenma Air Station to the island's northeast coast remain, as yet, unresolved, it is still important for Japan to deepen its security alliance with the U.S.

Japan and the United States agreed in May to largely stick to a bilateral accord agreed to in 2006 to relocate the Futenma air base in a densely populated area of Ginowan to a less crowded coastal area in Nago in Okinawa Prefecture.

The deal has met with strong opposition from local authorities and citizens in Okinawa because Kan's predecessor, Yukio Hatoyama, reneged on a promise to move the base out of the southwest prefecture.

When Kan arrived Friday to meet with Nakaima, hundreds of local people had gathered to protest his visit with some drumming empty cans to metaphorically, yet noisily, convey their indignation to the prime minister.

"The prime minister, who has not shown any measures to resolve the issue, is like a can without anything inside," one local protester said.

The drumming cans could be heard throughout the meeting between Kan and Nakaima at the prefectural government building in Naha City.

However, Kan reiterated his promise to U.S. President Barack Obama, on the sidelines of the APEC meeting in Yokohama last month that Japan would keep to the bilateral agreement and that he would make the utmost efforts to relocate the base to a coastal area in Nago, much to the chagrin of the islanders.

Kan's itinerary Saturday took him in an aerial view of the new site for the Futenma Air Station on the island's northeast coast, as well as other facilities including the U.S. Kadena Air Base and land south of it that is pegged to be returned to Japan.

The prime minister also held talks with the top U.S. military official on the island, Okinawa Area Coordinator Lt. Gen. Terry Robling.

It was Kan's second visit to the prefecture since taking office and the first time he had visited the Futenma base, known as one of the most dangerous bases in the world, due to its proximity to local people.

Around 75 percent of land in Okinawa Prefecture is occupied by the U.S. military, although the tiny island accounts for only 0.6 percent of Japan's territory.

Local authorities and citizens have constantly complained about the disproportionate military presence in Okinawa, citing issues of pollution, noise, accidents and incidents of crime.

Kan is scheduled to issue a joint statement on relocation issue with Obama during a planned trip to the U.S. next spring, although he has drawn the ire of Washington recently by refusing to put a deadline on settling the increasingly thorny relocation issue.

On 18 December 1990, the General Assembly had adopted the International Convention on the Protection of the Rights of All Migrant Workers and Members of Their Families.

UN Member States and intergovernmental and non-governmental organizations are invited to observe International Migrants Day through the dissemination of information on the human rights and fundamental freedoms of migrants, and through the sharing of experiences and the design of actions to ensure their protection.

The 132 Member States that participated in the General Assembly's High-level Dialogue on International Migration and Development on 14-15 September 2006 reaffirmed a number of key messages. First, they underscored that international migration was a growing phenomenon and that it could make a positive contribution to development in countries of origin and countries of destination provided it was supported by the right policies. Secondly, they emphasized that respect for the fundamental rights and freedoms of all migrants was essential to reap the benefits of international migration. Thirdly, they recognized the importance of strengthening international cooperation on international migration bilaterally, regionally and globally.

China, Pakistan sign for billions

China and Pakistan have signed nearly $20bn in economic deals, boosting trade and investment as Wen Jiabao became the first Chinese premier in five years to visit the nuclear-armed state.

Business leaders are scheduled to formalise another $10bn worth of deals on Saturday at Islamabad's Marriott Hotel, where a devastating suicide truck bomb killed 60 people in 2008.

Pakistan, on the front line of the US battle with al-Qaeda and struggling with Taliban fighters in its northwest, considers China its closest foreign ally and treated Wen and a massive business delegation to a red-carpet welcome upon his arrival on Friday.

Qamar Zaman Kaira, Pakistan's information minister, said the countries signed 13 agreements and memorandums of understanding on Friday in fields ranging from energy to railways, from reconstruction to agriculture and culture.

Kaira said China had promised to fund "all the energy projects of Pakistan," which he termed a "major breakthrough". Pakistan suffers from a debilitating energy crisis and produces only 80 per cent of the electricity it needs.

"China will provide assistance in 36 projects in Pakistan to be completed in five years," he said.

"Basically this is a five-year development plan."

Nuclear co-operation

Although not specifically mentioned, behind-the-scenes talks are also expected on China building a one-gigawatt nuclear power plant as part of Pakistani plans to produce 8,000 megawatts of electricity by 2025 to make up its energy shortfall.

Tariq Pirzada, a strategic affairs analyst, told Al Jazeera that this relationship had a two-fold purpose and served the interest of both Islamabad and Beijing.

"Today, in a show of massive strategic and military support, a Chinese leader is visiting a Pakistani military base - something that has not happened too often," Pirzada said.

"With some $20bn worth of investment, China is sending a strong message to New Delhi and Washington."

Wen is expected to inaugurate a cultural centre built as a monument to Pakistani-Chinese friendship, and is scheduled to hold talks with the country's opposition leader Nawaz Sharif and senior figures in the military, which depends on China for hardware.

After the business leaders' meeting, Asif Ali Zardari, the Pakistani president, is to host a state banquet, before Wen addresses a special joint session of parliament early on Sunday.

"The outcome of the visit is beyond our expectations. It is an historic day," Masood Khan, Pakistan's ambassador to Beijing, said.

Pakistan depends on China's financial and political clout to offset the perceived threat from rival India and rescue its economy from the doldrums of catastrophic flooding, a severe energy crisis and poor foreign investment.

Pakistan's prime minister has expressed hope that trade will rise to between $15bn and $18bn over the next five years.

China, meanwhile, has been concerned about the threat of fighters infiltrating its territory from Pakistan.

Before arriving in Islamabad, Wen visited India, where he and his 400-strong delegation inked deals that will see bilateral trade double to $100bn a year by 2015.

Cosmic reincarnation idea may be dead




Recently proposed evidence for pre–Big Bang universe relied on flawed analysis, critics say

A startling claim that the cosmos existed before the Big Bang doesn’t appear to be supported by detailed analyses, three independent teams of scientists have concluded.

The teams, which recently posted their findings at arXiv.org, were responding to a widely publicized report that cosmic microwave background — the glow left over from the explosive start of the universe believed to have occurred 13.7 billion years ago — contains echoes of previous cycles of cosmic birth and death (SN: 12/18/10, p. 10).

All three teams found that Roger Penrose of Oxford University in England and Vahe Gurzadyan of the Yerevan Physics Institute and Yerevan State University in Armenia incorrectly ascribed patterns found in the microwave background to bursts of energy generated in an era before the Big Bang. Penrose’s and Gurzadyan’s interpretation is based on a flawed analysis of maps of tiny temperature variations in the otherwise smooth microwave background, asserts Amir Hajian of the Canadian Institute of Theoretical Astrophysics in Toronto, who posted his analysis on December 9.

According to Hajian, Penrose and Gurzadyan failed to take into account that each small patch in a map of the temperature of the microwave background — a snapshot of the infant universe — is correlated with the temperature of adjacent patches. Such correlations provide the blueprint for the tapestry of galaxies, including the Milky Way, found in the universe today.

Adam Moss and his colleagues at the University of British Columbia in Vancouver arrived at a similar conclusion in a study posted December 7. “Gurzadyan and Penrose have not found evidence for pre–Big Bang phenomena, but have simply rediscovered that the cosmic microwave background contains structure,” the team notes.

Ingunn Wehus and Hans Eriksen of the University of Oslo in Norway concur in another study posted December 7.

The three teams agree that the circular patterns do exist but are entirely consistent with the leading model for the birth of the universe, known as inflation, and do not require an alternative, pre–Big Bang theory. According to inflation, the universe began as a subatomic entity that ballooned in size during the first tiny fraction of a second of its existence.

“The reason that Penrose and Gurzadyan believe that their result is significant is that they are comparing the [microwave background] observations with the wrong theoretical model,” says cosmologist David Spergel of Princeton University. “If an advanced undergraduate made this mistake in my class on a problem set,” he adds, “they would get a failing grade for the problem.”

In a follow-up report posted at arXiv.org on December 8, Penrose and Gurzadyan argue that their simulations of the microwave background provide a better test than previous studies of whether the circles can easily be produced by the standard theory of cosmology. They also note that the circles of low-temperature variation are bunched together rather than randomly distributed, a property that cannot be explained by inflation but fits with the notion that the universe has undergone multiple cycles, each kicked off with a separate Big Bang.

That would be true, agrees Hajian, if those circles were statistically meaningful. But given what he considers a flawed analysis, they are not, he declares.
Says cosmologist Gary Hinshaw of NASA’s Goddard Space Flight Center in Greenbelt, Md.: “Until there is a reason to doubt that circles of low variance are anything more than a chance by-product of [the leading model of cosmology], there is no compelling reason to believe the claims” of Penrose and Gurzadyan.

NEW YORK (Reuters) - Intel Corp's $7.68 billion deal to buy security-software specialist McAfee Inc is running into close scrutiny from European officials that could delay the transaction, the Wall Street Journal reported on Friday.

Citing people familiar with the matter, the newspaper said the European Union's anti-trust regulator had privately expressed concerns during its preliminary review of the deal, which could prompt the regulator to submit the deal to a lengthy examination.

A key focus of the European review, the report said, is Intel's stated desire to incorporate security features into its widely used microprocessor chips. The EU appears concerned that if McAfee, by virtue of being owned by Intel, had privileged access to those features, it could be difficult for McAfee's rivals to compete, they added.

Since Intel formally notified the European Commission of the deal in late November -- a procedural step that kicked off the agency's review -- the commission has sent several questionnaires soliciting opinions about the deal from other security-software companies, the Journal's sources said.

The questions focus on how Intel could embed security functions into its chips and whether any of them could be reserved to work only with McAfee software, according to one questionnaire reviewed by the Journal.

CPI da Pedofilia não cita padre de Franca (SP)

O padre José Afonso Dé, de Franca (SP), não foi citado no relatório final da CPI da Pedofilia, apresentado anteontem. No início deste ano, Dé, de 74 anos, foi acusado de assediar sexualmente pelo menos seis adolescentes entre 12 e 16 anos. O advogado do padre, Eduardo Caleiro Palma, afirmou que "o Tuma (o senador Romeu Tuma, morto em outubro) deve ter concluído que o inquérito contra o padre Dé tinha certa fragilidade". Padre Dé, desde que surgiu a denúncia, foi afastado pela Igreja de suas funções religiosas.

Um atraso de pelo menos 13 dias no repasse de R$ 2,3 bilhões do governo federal para hospitais municipais, estaduais e conveniados ao Sistema Único de Saúde brasileiro traz prejuízos às unidades.

O Ministério da Saúde informou ter iniciado ontem os pagamentos de dezembro, após liberação, anteontem, de recursos complementares pelo Ministério do Planejamento. Segundo a pasta, a situação deve ser regularizada na próxima segunda.

O Hospital São Paulo, vinculado à Universidade Federal de São Paulo, apesar da promessa de receber os valores ontem, não registrou nenhum pagamento. A unidade teve de recorrer ao mercado financeiro para cobrir a diferença de R$ 14,1 milhões e deverá gastar R$ 142 mil com juros - dinheiro suficiente, por exemplo, para montar um consultório odontológico móvel de um dos programas da Saúde. Outros hospitais do País também foram obrigados a adotar a mesma por causa do atraso.

"É a primeira vez que isso acontece nos últimos sete anos", disse Rubens Belfort Júnior, presidente da Associação Paulista para o Desenvolvimento da Medicina, que apoia a gestão do Hospital São Paulo. "Uma justificativa que nos deram é que não há dinheiro. Outra é que querem deixar dinheiro em caixa para o próximo governo. O fato é que isso cria uma situação em que transferimos dinheiro público para o setor privado."

Normalmente, os valores são repassados pelo Planejamento ao Fundo Nacional de Saúde, que então os transfere, no início do mês, para Estados e prefeituras. Os gestores públicos então cobrem custos com internações dos hospitais municipais e estaduais e pagam os conveniados.

Segundo a reportagem apurou, desde maio a Saúde pleiteava que o Planejamento fizesse uma suplementação de R$ 300 mil para cobrir um déficit previsto para o fim do ano, mas isso não ocorreu sob alegação de dificuldades financeiras. A Saúde já dispunha de R$ 2 bilhões para o pagamento, mas não liberou para não privilegiar nenhuma unidade. Procurado no início da noite, o Planejamento não se manifestou até o fechamento da edição. "Os hospitais já vivem com dificuldades e buscar mais recursos é uma situação complicada", afirmou José Reinaldo de Oliveira Júnior, presidente da Federação das Santas Casas e Hospitais Beneficentes de São Paulo.

Confirmados 7 novos casos de leishmaniose

A Secretaria de Saúde de Campinas confirmou a ocorrência de sete novos casos de leishmaniose visceral canina em um bairro entre Sousas e Joaquim Egídio, na região leste da cidade. Desde o fim de 2009, o município registrou dez casos. Segundo a secretaria, há um foco da doença em cães no local e exames laboratoriais indicam ocorrências autóctones. Transmitida pelo mosquito Lutzomyia longipalpis (mosquito-palha ou birigui), trata-se de uma zoonose que pode afetar o homem. A doença atinge órgãos como fígado e baço.
