Libya "coming to life" without Gaddafi: interim leader

UNITED NATIONS, Sept. 24 (Xinhua) -- Libya is recovering from a conflict that ousted its former leader Muammar Gaddafi, an interim leader of the North African nation told the UN assembly Saturday.
"Today I stand before you to show the world that a new Libya is coming to life," said Mahmoud Jibreel, head of the Executive Office of the Libyan National Transitional Council (NTC), as he addressed the 66th session of the UN General Assembly during its high-level general debate.
The NTC has emerged as Libya's temporary governing body winning extensive international recognition after the collapse of Gaddafi's government.
Jibreel said Libya needs help recovering from its recent conflict, and could eventually be a role model of development with adequate support from the international community. "We need more help," he said.
According to Jibreel, the conflict has destroyed much of Libya's infrastructure, leaving more than 50,000 people injured, including 1,700 amputees. He also stressed the need for institution building.
In order to help his country to rebuild, said Jabreel, the Libyan assets frozen by the Security Council should be released to the Libyan people.
"The asset freeze on our funds must be lifted as soon as possible," he said.
The freeze, implemented under the Security Council's resolutions 1970 and 1973, was partially lifted earlier this month.
