The Health Ministry has distributed so far only one third of the 14.5 million treatments of Tamiflu purchased last year to combat influenza A. He has delivered 4.8 million kits to state health departments. The rest is stored. The Ministry argues that the unused medications became part of the stock for emergencies. This stock is sufficient to meet 20 million patients - a number that, according to the ministry, following a recommendation from the Centers for Disesases Control (CDC) of the United States. Each treatment takes 10 pills of the drug.
This week's edition of VEJA revealed that in July last year, officials of the Civil House received 200,000 actual tuition fee as a result of the deal signed between the government and the manufacturer Roche. Days earlier, the Ministry of Health had purchased 8 million treatments of Tamiflu at a price of 34.7 million reais. Tamiflu is an antiviral. Last year, amid the pandemic of the H1N1 virus, the Health Ministry bought the entire 105 million tablets and 4 tons of medicine into the barrel.
According to the Ministry of Health, the purchases were made based on an epidemiological study. The conclusion was that Tamiflu was the only product that met the requirements for immediate distribution in the country. As already registered in Brazil and protocol for implementation, the remedy was acquired by direct purchase, seven acquisitions between April and December of 2009, a total price of 400 million reais. The Ministry claims that the price paid for Tamiflu was 76% lower than that authorized for sale in pharmacies.
Besides the quantity purchased from Roche, the Brazilian government has produced enough Tamiflu to meet two million people. The drug was manufactured by the Oswaldo Cruz Foundation, from a stock that the Brazilian government had the active ingredient of the remedy.
Last year was recorded almost 28 000 cases of infection by H1N1 and 1632 deaths caused by the virus. In 2010, contagions were 727 and 91 deaths. The number of cases dropped after the vaccination campaign conducted against the disease this year. Just over a month, the World Health Organization announced the end of Pandemic Influenza A. Temporao - Participation of Civil in the purchase of Tamiflu was denied on Saturday by Health Minister Jose Gomes. The minister said that the payments to Roche were made directly by the Ministry of Health "There was no involvement of third parties nor the Civil House," Temporao said at a press conference.
The minister also claimed that the proceedings drawn up during the process of purchasing the drug realize all negotiations. "It was a transparent process that met all legal procedures," he said. "What would someone need to facilitate or mediate a situation like this?"
Before the conference, Temporão talks with President Luiz Inacio Lula da Silva and earned him the go ahead to discuss the matter publicly. Despite strong denials, he also recognized the need for an investigation. "The Federal Police were called to investigate and clarify everything," he announced.
Laboratory - In a statement, Roche said that "all cases of sale of Oseltamivir (Tamiflu) to the Ministry of Health were conducted in a direct way and never has been the involvement of any intermediary."
