#OBAMA Plane with first lady came too close to cargo jet

Michelle Obama applauds as she takes the stage to play host for a dinner celebrating Women's History Month at the White House in Washington Reuters – First lady Michelle Obama applauds as she takes the stage to play host for a dinner celebrating Women's …

WASHINGTON – Air traffic controllers directed a plane carrying first lady Michelle Obama to abort a landing at Andrews Air Force Base because it was too close to a military cargo jet, officials said Tuesday.

A Boeing 737 belonging to the Air National Guard, one of several guard planes used by the White House, came within about three miles of a massive C-17 as the planes were approaching Andrews shortly after 5 p.m. Monday to land, according to the Federal Aviation Administration and Major Michelle Lai, a spokeswoman for Andrews.

The FAA requires a minimum separation of five miles between two planes when the plane in the lead is as large as the 200-ton cargo jet, in order to avoid dangerous wake turbulence that can severely affect the trailing aircraft.

The FAA is investigating the incident as a possible error by controllers at a regional radar facility in Warrenton, Va., that handles approaches and departures for several airports, including Andrews, where the president's aircraft, Air Force One, is maintained.

The C-17 and Mrs. Obama's plane didn't have the proper separation when controllers in Warrenton handed them off to the Andrews controllers, a source familiar with the incident said.

Andrews air traffic controllers initially ordered Mrs. Obama's plane to conduct a series of turns to bring it farther from the military jet. When that didn't provide enough distance, controllers realized that there might not be enough time for the cargo plane to clear the Andrews runway before Mrs. Obama's plane landed.

Controllers then directed the pilot of Mrs. Obama's plane to execute a "go-around" — to stop descending and start climbing — and circle the airport, located in a Maryland suburb of Washington. A go-around is considered a type of aborted landing.

"The aircraft were never in any danger," the FAA said in a statement.

Aviation safety expert John Cox agreed that an accident was unlikely.

"Every professional pilot I have ever known has been in situation where they were overtaking the plane in front of them and asked to do an S-turn," said Cox, a former airline pilot. "The only issue that could have come up was if they'd encountered the wake of the C-17."

Even then, Cox said, the 737 is a "very controllable" plane. "I don't think Mrs. Obama's plane would have been in any jeopardy."

Jill Biden, wife of Vice President Joe Biden, also was on the plane with Mrs. Obama. The first lady had been in New York earlier in the day for a TV interview.

The first lady's office declined to comment and referred all questions to officials at the FAA and Andrews. The president's West Wing press office did likewise.

The National Transportation Safety Board is gathering information about the incident but hasn't yet decided whether it will open a formal investigation, board spokeswoman Kelly Nantel said.

The incident was first reported Tuesday by The Washington Post on its website.

CIA declassifies WWI-era secret documents

WASHINGTON – The CIA lifted the lid on one corner of the cloak and dagger world of World War I, declassifying six of the oldest secret documents in the U.S. government archives, the agency announced Tuesday.

The documents show top techniques used by spies, generals and diplomats to send secret messages in a diplomatic war that raged long after the guns stopped. The records reveal how invisible ink was used to send word between allies, and spies learned to open letters to read each others' secrets without leaving a trace.

There's even a document written in French of the German's secret ink formula, showing the French had cracked the enemy's code.

"These documents remained classified for nearly a century until recent advancements in technology made it possible to release them," CIA Director Leon E. Panetta said in a statement Tuesday.

Recent advances in the chemistry of secret ink, and the lighting methods used to detect it have made the secrets revealed Tuesday obsolete, explained CIA spokesperson Marie E. Harf.

Documents on secret writing fall under the CIA's authority to declassify. The agency declassified more than a million historical documents last year alone, the agency said.

But the CIA was not always so eager to share these particular secrets, according to Steve Aftergood, of the Federation for American Scientists. He says the CIA resisted a Freedom of Information Act request in 2002 to release the records.

Nor was he impressed at Panetta's statement that the documents could be released now because of new technological advances.

"Invisible ink was rendered obsolete by digital encryption long ago, not in the last few years," Aftergood said.

"Director Panetta is attempting to rationalize the CIA's irrational information policies, but there is no known basis for his claim."

The documents are now available to scholars on the agency's website, CIA.gov.

'Doctor Who' star Elisabeth Sladen dies at 63

LONDON – Elisabeth Sladen, a star sidekick of the "Doctor Who" series and a popular children's show actress, has died of cancer Tuesday, the BBC said. She was 63.

Sladen joined the broadcaster in 1973 as Doctor Who's assistant Sarah Jane Smith, an investigative journalist-turned-intrepid time traveler whose on-screen energy and tongue-in-cheek delivery eventually gave her career an unlikely second act in her own spin-off series, "The Sarah Jane Adventures."

"Sarah Jane Smith was everybody's hero when I was younger, and as brave and funny and brilliant as people only ever are in stories," Steven Moffat, the series's lead writer, said in a statement. "Many years later, when I met the real Sarah-Jane — Lis Sladen herself — she was exactly as any child ever have wanted her to be."

Doctor Who centers on a time-hopping alien known only as The Doctor, but Sladen turned his sidekick into a star, playing opposite Jon Pertwee and Tom Baker for three-and-a-half seasons.

She would return to the role numerous times over the years, and when the series was resurrected in 2005, she was brought back as well — as the star of her own alien-busting television show.

"I left Sarah Jane a great many years ago, but she never left me," Sladen said in an interview when the series was launched.

Sladen's was praised for playing the role with humor and warmth, but she never warmed to science fiction, telling a television audience a couple of years ago that she found the genre was too complex. In an admission sure to shock Doctor Who's die-hard fans, she said she never even bothered to learn the meaning of the TARDIS, The Doctor's iconic telephone box-shaped time machine (it stands for Time and Relative Dimensions in Space.)

"I only learned that after I left," she said, explaining that the drama in science fiction didn't come from the aliens or the gadgets. "It's about relationships," she said. "It's about a body of people banding together to overcome adversity."

The BBC said that Sladen was survived by her husband, actor Brian Miller, and a daughter, Sadie.

Secretary-General's Remarks at Summit on the Safe and Innovative Use of Nuclear Energy

Kiev, Ukraine, 19 April 2011 -

Your Excellency, President Victor Yanukovych,

Distinguished Heads of State and Government,

Distinguished Ministers,

Excellencies, ladies and gentlemen,

I thank President Yanukovych for his vision in organizing this conference long before issues of nuclear safety made it back to the world's front pages.

Distinguished participants,

Ladies and gentlemen,

Twenty-five years ago, the explosion at Chernobyl cast a radioactive cloud over Europe and a shadow around the world.

At this moment, the tragedy at Japan's Fukushima Daiichi nuclear power plant continues to unfold.

Together, these accidents raise popular fears and disturbing questions.

The disaster at Chernobyl offers one set of lessons.

The disaster in Japan offers another – vastly more complex.

As we are painfully learning once again, nuclear accidents respect no borders.

They pose direct threats to human health and the environment. They cause economic disruptions, affecting everything from agricultural production to trade and global services.

This is a moment for deep reflection: How do we ensure both the peaceful uses of nuclear energy and maximum safety?

We need a global rethink on this fundamental question.

Because the consequences are catastrophic, safety must be paramount.

Because the consequences are transnational, they must be debated globally.

Today, let me offer five concrete steps to enhance nuclear safety for our future.

First, it is time for a top to bottom review of current nuclear safety standards, both at the national and international levels.

Today, the primary responsibility for ensuring the safety of nuclear installations lies with national governments. I strongly urge States to consider lessons learned and adopt appropriate measures to apply the highest possible safety standards.

This includes safety precautions, staff training, a reliable quality assurance system, and independent regulatory oversight. It also means greater transparency if there is to be public trust.

I am encouraged that many Governments are reassessing their national policies and regulations. Last week's review meeting of the Convention on Nuclear Safety in Vienna also produced many useful suggestions. I strongly urge those States that have not acceded to the Convention on Nuclear Safety to do so without delay.

That leads me to my second point: we must strengthen support for the International Atomic Energy Agency on the challenge of nuclear safety.

I want to once again commend the IAEA and Director-General Amano for the rapid response to events in Japan. The Joint Radiation Emergency Plan went into action just hours after the earthquake and tsunami. I also convened a high-level meeting with the heads of the relevant international organizations to assess the implications of the nuclear crisis. We have shared information and expertise, participated in global monitoring and helped reassure a concerned global public.

The time has come to strengthen the capacity of the IAEA in the further development and universal application of the highest possible nuclear safety standards. The IAEA Ministerial Conference on Nuclear Safety in June in Vienna will serve as an important forum in this regard.

As a follow-up, I also will consider convening a high-level meeting on strengthening the international nuclear safety regime when world leaders gather in New York this September.

We need international standards for construction, agreed guarantees of public safety, full transparency and information-sharing among nations.

Third, we must put a sharper focus on the new nexus between natural disasters and nuclear safety. The challenge of climate change is bringing with it greater extremes of weather. Nuclear power plants must be prepared to withstand everything from earthquakes to tsunamis, from fires to floods.

According to the IAEA, 64 new reactors are under construction. Today, 443 are operating in 29 countries worldwide, some located in areas of seismic activity.

This requires us to place new importance on disaster preparedness, in rich and poor nations alike.

Japan, after all, is among the best prepared and most technically advanced nuclear energy powers.

What are the implications for countries that are less ready for the worst?

That is why I will make sure that disaster preparedness for nuclear accidents is included in the themes of the Third Session of the Global Platform for Disaster Risk Reduction in Geneva next month.

Fourth, we must undertake a renewed cost-benefit analysis of nuclear energy. The right to the peaceful use of nuclear energy is enshrined in the Nuclear Non-Proliferation Treaty.

Nuclear power will likely continue to be an important resource for many nations and can be a part of a low-carbon-emission energy mix – but it has to become credibly safe, and globally so.

Again, it is time to pause and rethink our approach.

For this reason, I will launch a UN system-wide study on the implications of the accident at Fukushima. I will ask the relevant UN agencies and specialized organizations to undertake this task.

Fifth and finally, we need to build a stronger connection between nuclear safety and nuclear security.

Though nuclear safety and nuclear security are distinct issues, boosting one can bolster the other. At a time when terrorists and others are seeking nuclear materials and technology, stringent safety systems at nuclear power plants will reinforce efforts to strengthen nuclear security. A nuclear power plant that is safer for its community is also one that is more secure for our world.

Addressing this challenge requires the active cooperation of the nuclear industry.

As I proposed at the Nuclear Security Summit in Washington last year, a broad-based partnership is essential to building a better framework for nuclear safety and security. Such an approach is critical in the run-up to the 2012 Seoul Nuclear Security Summit.

Excellencies,

Ladies and gentlemen,

These are five practical steps we can take to reassure the global public and better prepare our people and our planet for the energy challenges of the 21st century.

By joining forces, we can make sure that the tragedies of Chernobyl and Fukushima are a thing of the past, not a harbinger of the future.

Thank you for coming together in that noble cause. Thank you very much.

Can Roca y El Bulli: #gastronomía comparada

Segundo a mãe, o soro teria causado as lesões
