Obama declares H1N1 emergency

The US president has declared a national emergency over the H1N1 virus, also known as swine flu.

A White House statement on Saturday, a day after Barack Obama signed the declaration, said the move was intended to prepare the country in case of "a rapid increase in illness that may overburden healthcare resources".

A public health emergency was already in place, but the new measure eases legal requirements to help federal government to provide care.

The number of people catching the A(H1N1) flu virus has spiked and more than 1,000 people in the US have died to date.

The country's disease control and prevention centre has said that H1N1 flu is now widespread in 46 of the US's 50 states.

'Proactive measure'

Seasonal flu normally peaks between late November and early March, but H1N1 appears to be peaking early and with more waves of infection expected.

An administration official said: "It's important to note that this is a proactive measure - not a response to a new development.

"H1N1 is moving rapidly, as expected. By the time regions or healthcare systems recognise they are becoming overburdened, they need to implement disaster plans quickly."

More than 20,000 Americans have been hospitalised with H1N1.

Separately, the World Health Organisation (WHO) has reported more than 414,000 laboratory confirmed cases of H1N1 worldwide, with nearly 5,000 deaths.

It also notes that those figures are likely to be "significantly lower than the actual number of cases that have occurred".

Frustration looms as H1N1 vaccines run out

STORY HIGHLIGHTS

(CNN) -- Yessica Maher of Los Angeles, California, feels let down. She had wanted to get the H1N1 vaccine for herself and her children, but that's proving to be difficult.

Her doctor is out of the vaccine, and so is the pediatrician. Her two older sons were not eligible for the nasal spray version because of asthma, and she was told the shot would not become available until perhaps November. Her youngest son, 2, goes to a preschool where there was recently a diagnosis of H1N1.

"I feel that the government and health officials, they knew this was big when it first started, they know the size of our population before it started, and they didn't make leaps and bounds to make sure it was available to everyone when they would need it," she said. "It shouldn't be a supply-and-demand thing."

The Centers for Disease Control and Prevention announced last week that production of the vaccine is slower than expected. While the CDC had hoped for 40 million doses by the end of October, the real numbers will be about 30 million doses because of manufacturing delays, said Dr. Anne Schuchat, CDC's director of the National Center for Immunization and Respiratory Diseases.

Public health departments across the country are quickly running out of H1N1 vaccine and don't know when the next batches will arrive.

"We wait by the door every day to see if vaccine is going to come," said Erin Sutton, spokesperson for the Virginia Beach Health Department in Virginia. "With the overall delay from the manufacturing company, [it] has caused a great deal of frustration and problems."

Watch a video about vaccine skepticism

A CNN/Opinion Research Corporation poll based on interviews with 1,038 adult Americans found that 49 percent of people said the swine flu vaccine is safe, while 43 percent said no. The poll of 1,038 adults was conducted by telephone October 16-18 and had a margin of error of plus or minus 3 percentage points.

But not everyone who wants the H1N1 vaccine can get one.

The East Metro Health Department near Atlanta, Georgia, gave out all of its approximately 6,000 doses of the FluMist version between Saturday and Tuesday, and has "no idea" when more will arrive, said Suleima Salgado, public information officer for the district.

People generally aren't complaining about the lack of vaccine, however, she said.

"We were pretty proactive about educating them and letting them know that it was slowly coming in bits and pieces," she said. "We just encouraged them to be patient, and as it continues to come, we'll continue to distribute it."

Public health departments have been flooded with calls from people wanting to know where they can get the vaccine. Michelle Peregoy, spokesperson for the Virginia Department of Health, said the department gets about 700 calls a day.

In Ventura County, California, the H1N1 hotline was ringing every 2 minutes Wednesday, said Mary Leu Pappas, who teaches nursing and volunteers with the hotline.

iReport.com: Getting the vaccine

She typically gets asked where the vaccine is available and why certain people can't get it. Some older people want to know why they are not in the priority group, and Pappas explains that this age group may be less likely to become critically ill because of prior exposure to influenza outbreaks of decades past.

In some cases demand has outstripped supply, although more vaccine is on the way, Peregoy said.

"We're definitely seeing a lot of the school clinics that have been scheduled postponed until the local health departments get additional shipments," Peregoy said.

In Virginia Beach, there isn't enough staff to administer vaccines in all schools, so only public schools are getting them, Sutton said. However, the public health department is making separate opportunities for children in private schools and day care centers to get vaccinated. But at the moment, there is no vaccine available in the community.

Polk County, Iowa, ran out of the vaccine last week, but is holding another vaccination clinic on Sunday.

"Until the size of our shipments increase we need to focus on the people who are at the greatest risk of becoming hospitalized [if infected]," said Terri Henkels, Polk County Health Department Director, in a statement.

Priority groups for the vaccine include pregnant women, caregivers and household contacts of children younger than 6 months, people between the ages of 6 months and 24 years, and anyone ages 25 to 64 with existing health problems. Health care and emergency medical services personnel in contact with high-risk patients, or patients with flu-like illness, are also on the list.

"We know there will not be enough of the H1N1 shots for everyone who wants one," she said.

Montgomery County, Maryland, is also focusing on the priority groups, although no one can actually be turned away for not being in those groups, said Mary Anderson, public information officer for the health department.

iReport: People wait in line for vaccine in Silver Spring, Maryland

The people who did walk away from clinics Wednesday without a vaccine were those looking for an injectable version, of which only 249 had been available. They showed "a mixture of resignation, sprinkled with frustration -- concern just wondering when we'd be getting more injectable. And we don't know," she said.

The county has a little more than 3,000 doses of the nasal spray vaccine left, and no injectable vaccines.

For those who have gotten the vaccine, it's a relief.

"I feel much better, safer, glad I took another step," said Cameron Harrelson, 16, of Baxley, Georgia, who contributed a video about his experience to iReport.com.

Jackson's 'This Is It' moved friends to tears

  • Film was tough to make, musician's colleagues say
  • Production was for the fans but especially for Jackson's children

A look at the value of Michael Jackson's estate kicks off an "American Morning" series "Michael Jackson, The Legend Lives On," Monday 6 a.m. ET on CNN.

New York (CNN) -- For Kenny Ortega, Travis Payne and Michael Bearden, "It" is a bittersweet feeling.

The three men expected to be spending their time this summer and fall working on Michael Jackson's concert engagement at London's O2 Arena, which was scheduled to begin in July. Instead, they are talking about Jackson's last days and the new movie about that time, "This Is It."

In an interview, they described "This Is It," the movie that they've made from rehearsal and backstage footage of Jackson, shot just before he died June 25. The film, which has been dominating advance ticket sale outlets, opens wide on Wednesday.

The full movie wasn't screened for critics, with only 12 minutes of footage available to the media before the interviews. But as director Ortega describes it, the film tries to blend backstage footage with the performance to give an inside glimpse of those last days at the Staples Center in Los Angeles, California.

The scenes show the superstar working on his dance moves, figuring out choreography, practicing on stage and running the show. From the clips, there's no question that Jackson was in charge. His physicality is vibrant: At one point, he dances with a troupe of top-notch hoofers and keeps up with all of them. There's no indication of the infirmities that would ultimately take his life.

All three men -- Payne was the show's choreographer and Bearden its music supervisor -- stressed how they wanted this movie to represent the Jackson they knew.

"It was an honor project," Bearden said.

According to Ortega, the film is for the fans. He said he was inundated with e-mails from fans wanting to know just what Jackson had planned for the concerts he would never give.

Above all, they said they were concerned about Jackson's three children. They said that they wanted to make a film that his kids -- Prince Michael, Paris and "Blanket" -- would be able to see in years to come that would make them proud of their father.

Though the men acknowledged a heavy responsibility, there were light moments during the interviews.

Payne and Bearden both smiled as they talked about working for the King of Pop and how he'd try to tell people what he wanted.

"I know you mean well, but ...," Jackson would say as he corrected colleagues, they recalled.

But all of them talked about he emotional toll that making this film has taken on them.

There were "a lot of tissue moments on this film," Bearden said.

Ortega added that he didn't know whether he could handle the emotional stress involved in making this movie so quickly.

Ultimately, according to Ortega, the movie proved to be cathartic.

"I thought I'd collapse," Ortega said. "I thought I'll never get through it, it's too hard, it's too soon, but in fact it was healing and helpful."

He hopes Jackson's fans will feel the same way.

H1N1 vaccinations rolled out in UK

By Stephanie Busari, CNN
October 24, 2009 10:32 a.m. EDT

London, England (CNN) -- A mass H1N1 immunization program began in the UK Wednesday, with the country's health minister urging all priority groups to take up the vaccine.

Health and social care workers are among those identified in the "priority" group given first access to the vaccine against the H1N1 virus, commonly known as swine flu.

Others include pregnant women, those over 65, people with asthma, diabetes and those having cancer treatment, the country's Department of Health has said.

From Monday, this group will be given appointments to visit doctors surgeries to receive the vaccine.

The vast majority of people will be offered GlaxoSmithKline's Pandemrix vaccination, which is effective after one dose but made using chicken eggs, according to the Department of Health.

Those allergic to eggs will instead be offered Baxter's Celvapan, which requires two doses three weeks apart.

The Department of Health says that it has placed enough orders for the entire UK population of 60 million to be vaccinated against H1N1 swine flu.

Health Secretary Andy Burnham said in a statement: "Our best line of defence against swine flu is the vaccine. I'm very pleased to say that the UK is one of the first countries in the world to start vaccinating against this virus."

The country's National Health Service (NHS) staff , who have in the past been reluctant to take the seasonal flu vaccines, were urged to take the swine flu jab.

Chief Medical Officer Sir Liam Donaldson said in a statement: "It's important for frontline health and social care workers to have the vaccine.

"It will help prevent them and their families getting the virus from patients, it will stop them passing the virus onto their patients, it will potentially protect them from mutated strains and it will reduce the disruption to NHS services caused by people being absent due to illness."

Nearly 400,000 people worldwide have contracted laboratory-confirmed cases of swine flu and more than 4,700 people have died from the illness since it was first identified in Mexico and the U.S. in April, World Health Organization said last week.

A total of 228 deaths have been reported in Europe since April, according to the European Centre for Disease Prevention and Control.

France started immunizing health-care workers against swine flu Tuesday. Germany will roll out its vaccine program next week and Ireland in early November, while Spain is expected to start vaccinating in mid-November.

Monday meeting on H1N1, now declared a national emergency

WASHINGTON (AP) - President Barack Obama has declared the H1N1 flu outbreak a national emergency, giving his health chief the power to let hospitals move emergency rooms off-site to speed treatment and protect noninfected patients. The declaration, signed Friday night and announced today, comes as the disease has become more prevalent than ever in the country and production delays have undercut the government's initial, optimistic estimates that as many as 120 million doses of the vaccine could be available by mid-October. Locally, an informal meeting regarding the H1N1 virus and vaccine is set for 7 p.m. Monday at South Range High School auditorium in North Lima.

Representatives from the Mahoning County District Board of Health as well as Dr. Carrie Campanelli, pediatric physician and South Range district parent and resident, will have a presentation to help inform and educate those concerned with the virus.

Billings H1N1 vaccination clinic starts Monday

The Unified Health Command has received more doses of the H1N1 vaccine and will host a vaccination clinic at the Shrine Auditorium starting Monday.

The clinic will run through November depending on supply.

Priority is still being given to pregnant women, people who care for infants, health-care workers who have direct contact with patients or infectious material, children aged 6 months to 4 years, and children and adolescents ranging from 5 years of age to 18 years of age with medical conditions that put them at higher risk for flu complications.

Local health officials say if you're in a priority tier for a H1N1 vaccination, the best thing to do is to call your healthcare provider and ask about the availability of the vaccine.

RiverStone Health has also set up a "flu information" line with updated information.

The number is 651-6444.
